I think you have to size the image file before loading it into Blogger. I usually make three different sizes and load them one at a time to preview them before picking the one I like best. Good luck!

Sometimes this works- on the layout page load a picture onto the sidebar and then drag and drop it where you want it, in this case to the header. It makes the picture in the header the same size as those in the sidebar.
